“They ask you for a legal a fatwa. Say:…” (an-Nisa [4] 176).

“They request from you a fatwa about those women. Say…” (an-Nisa [4] 127).

“And they ask you about the Wahy (Rūḥ). Say…” (al-Isra [17] 85).

“People ask you concerning the moment of Qiyamah. Say…” (al-Ahzab [33] 63).

“They ask you what has been made halal / permissible to them. Say…” (al-Maida [5] 4).

“They ask you what they should spend for the cause of Allah. Say…” (al-Baqara [2] 215).

“Say (Qul)” قُلْ is mentioned 332 times in the Quran. The teacher of Muhammad (as) was Allah. In Islam, no one but Allah can issue a fatwa because Allah does not share His dominion with anyone (al-Kahf [18] 26).
