Only Allah Can Give a Fatwa

“They ask you for a legal a fatwa. Say:…” (an-Nisa [4] 176).

“Say (Qul)” قُلْ is mentioned 332 times in the Quran. The teacher of Muhammad (as) was Allah. In Islam, no one but Allah can issue a fatwa because Allah does not share His dominion with anyone (al-Kahf [18] 26).
